Overcoming Critical Challenges in Maintenance Management of Strata Title Residential Buildings: A Case Study in the Klang Valley, Malaysia

Effective maintenance management of strata title residential buildings is crucial for occupant safety, comfort, and quality of life by preserving structural integrity and facility function. This study aims to identify key challenges in maintaining these buildings in Klang Valley, Malaysia, and propose solutions. While efficient maintenance is vital, it faces obstacles affecting residents' quality of life. The research involved a literature review and semi-structured interviews with 15 respondents, including maintenance experts from JKR and DBKL. Findings reveal that a shortage of skilled workers hampers high-standard maintenance. Other issues include poor management, limited funding, and resident conflicts. To address the skills shortage, the study recommends ongoing training and certification for maintenance staff. It also emphasises involving residents and stakeholders in monitoring and resolving issues. Improving maintenance requires a coordinated effort to address worker shortages and promote collaboration between management and residents, offering valuable insights for authorities and managers.
Pengurusan penyenggaraan bangunan kediaman hakmilik strata adalah penting untuk memastikan keselamatan, keselesaan, dan kualiti kehidupan penghuni seperti sentiasa memastikan kefungsian bangunan dan kemudahan sediada. Kajian ini bertujuan untuk mengenalpasti cabaran-cabaran kritikal dalam pengurusan penyenggaraan bangunan kediaman hakmilik strata, serta mencadangkan langkah-langkah untuk mengatasinya. Pengurusan penyenggaraan yang cekap adalah faktor penting dalam memastikan keselesaan dan keselamatan penghuni, namun cabaran yang dihadapi sering menjejaskan kualiti kehidupan penghuni. Kajian ini menggunakan kaedah tinjauan literatur dan temubual separa berstruktur dengan 15 orang responden yang terdiri daripada pakar unit penyenggaraan dari Jabatan Kerja Raya (JKR) dan Dewan Bandaraya Kuala Lumpur (DBKL). Hasil kajian mendapati bahawa cabaran utama yang dihadapi dalam pengurusan penyenggaraan adalah kekurangan pekerja mahir dalam bidang penyenggaraan bangunan. Keadaan ini menambah kesukaran dalam memastikan penyenggaraan dijalankan dengan standard yang tinggi. Selain itu, pengurusan yang tidak cekap, kekurangan dana, dan konflik antara penghuni turut dikenalpasti sebagai cabaran tambahan. Namun begiru, bagi mengatasi masalah kekurangan pekerja mahir, kajian mencadangkan pendekatan latihan berterusan dan pemberian sijil kompetensi untuk pekerja penyenggaraan dalam bidang yang diperlukan, yang mana ini dapat meningkatkan kualiti dan keberkesanan penyenggaraan serta memastikan penyenggaraan dapat dilakukan mengikut piawaian yang ditetapkan. Selain itu, pengurusan penyenggaraan juga perlu melibatkan semua pihak, termasuk penghuni dalam memantau dan menyelesaikan isu yang timbul. Kesimpulannya, untuk meningkatkan tahap pengurusan penyenggaraan di bangunan kediaman hakmilik strata, perlu ada usaha yang lebih menyeluruh dalam menangani kekurangan tenaga kerja mahir serta meningkatkan kerjasama antara pihak pengurusan dan penghuni. Kajian ini memberi panduan berguna untuk pihak berkuasa dan pengurus bangunan dalam merangka strategi yang lebih efektif bagi mengatasi cabaran kritikal dalam pengurusan penyenggaraan bangunan kediaman hakmilik strata.
