Abstract

Statistik jenayah juvana di Malaysia menunjukkan pola yang berubah-ubah dengan beberapa peningkatan berkala, sekali gus menimbulkan kebimbangan terhadap tahap kesedaran sivik dan pematuhan undang-undang dalam kalangan remaja. Walaupun isu jenayah sering dikaitkan dengan faktor sosial dan ekonomi, pemahaman terhadap Perlembagaan Persekutuan sebagai asas kewarganegaraan dan kedaulatan undang-undang masih kurang diberi perhatian dalam kajian empirikal. Kajian ini bertujuan menilai tahap pengetahuan, kefahaman, dan penghayatan pelajar sekolah menengah terhadap aspek asas Perlembagaan Persekutuan serta hubungannya dengan sikap dan kecenderungan pematuhan undang-undang. Kajian ini menggunakan pendekatan kaedah campuran melalui soal selidik berstruktur yang melibatkan 200 orang pelajar sekolah menengah di daerah Kampar. Analisis kuantitatif digunakan untuk menilai tahap kesedaran perlembagaan, manakala respons kualitatif membantu menjelaskan corak pemahaman dan interpretasi pelajar terhadap konsep perlembagaan dan tanggungjawab sivik. Dapatan kajian menunjukkan bahawa walaupun sebahagian pelajar menunjukkan tahap kesedaran asas yang memuaskan, terdapat kecenderungan respons neutral yang tinggi, mencerminkan pemahaman yang bersifat cetek dan kurang penghayatan terhadap implikasi perlembagaan dalam kehidupan seharian. Kajian ini menyumbang kepada literatur dengan menekankan peranan pendidikan perlembagaan sebagai salah satu komponen pencegahan awal terhadap tingkah laku tidak patuh undang-undang, tanpa mendakwa hubungan kausal secara langsung dengan kadar jenayah. Implikasi dasar mencadangkan keperluan pendekatan pedagogi yang lebih kontekstual dan berasaskan senario, serta kerjasama yang lebih berstruktur antara institusi pendidikan dan agensi penguatkuasaan undang-undang bagi meningkatkan literasi perundangan dalam kalangan remaja.

 

Juvenile crime statistics in Malaysia exhibit fluctuating patterns with periodic increases, raising concerns about civic awareness and legal compliance among adolescents. While crime-related issues are often attributed to socioeconomic and familial factors, empirical research examining adolescents’ understanding of the Federal Constitution as a foundational element of lawful behaviour remains limited. This study examines the level of knowledge, understanding, and appreciation of constitutional principles among secondary school students and explores how constitutional awareness relates to attitudes toward legal compliance.

Using a mixed-methods approach, structured questionnaires were administered to 200 secondary school students in the Kampar district. Quantitative analysis assesses students’ constitutional awareness, while qualitative responses provide insight into how adolescents interpret constitutional concepts and civic responsibilities. The findings indicate that although some students demonstrate basic constitutional knowledge, a substantial proportion exhibit neutral responses, suggesting surface-level understanding rather than meaningful internalization of constitutional values. Rather than claiming a direct causal relationship with crime rates, this study contributes by highlighting constitutional education as an important preventive component within broader efforts to promote lawful behaviour and civic responsibility. The findings underscore the need for more contextualized and accessible pedagogical approaches to constitutional education, as well as structured collaboration between educational institutions and law enforcement agencies to enhance legal literacy among youth.
